Ø Your role as a councilor today is becoming more intricate and involved.
You will find yourself dealing with a variety of complex and sometimes
contentious issues.
Ø Even the most seasoned councilor will encounter questions that are new.
Ø Knowing and reading the Constitutions and statutes for information on the
roles, regulations, requirements and relationships of provincial fraternity
will help you to fulfill your role.
Ø This understanding and information can help you meet your
responsibilities and the province’s goals and objectives, satisfy provincial
and local requirements, and provide continued high-quality service to the
friars of your province.
Ø Councilor must be above all a brother who is capable of dialogue and
collaboration, ready to learn a new job regarding commitment to deepening his
knowledge of all the problems concerning the province and order as a whole.
Ø He must be in a position to have tine to reflect, personally and in
common, on those topics that require deeper study or review.
Ø To be able to assist the provincial minister in the governance of the
province it is important that an individual councilor has good knowledge of the
geographical area of the province.
Ø In depth knowledge of the brothers of the province and the dynamics of
the province.
Ø Councilor must take an interest in and study in depth questions
concerning the province
Ø The
councilor’s job is to work with the provincial minister and other council
members to set the overall direction of the provincial chapter through their
role as councilors.
Ø The policies,
recommendations and proposals that the provincial chapter sets are the
guidelines for administration to follow as it does the job of running a
province.
Ø A councilor
will spend a lot of time while on council creating and proposing new policies
and programs or reviewing the current ones to make sure they are working, as
they should in collaboration with the provincial minister.
Ø To consider
the welfare and interests of the province as a whole and, to bring to council's
attention anything that would promote the welfare or interests of the province.
Ø To
participate generally in developing and evaluating the policies and programs of
the province.
Ø To
participate in council meetings and various commission meetings to which the
provincial Minister appoints them.
Ø To obtain
information about the various fraternities, commissions or administration of
these various areas from the concerned friars.
Ø To keep in
confidence matters discussed in private at a provincial council or committee
meeting until discussed or delegated by the provincial minister to communicate.
Ø To perform
any other duty or function assigned by the Provincial minister.
Ø To
help provincial administration to provide democratic and accountable leadership
for province and local fraternities.
Ø Along
with the Provincial minister works to promote spiritual, fraternal growth and
undertake social and economic development of the province.
Ø To
work with provincial minister promote a solid and healthy fraternal environment
and brotherhood in the province.
Ø To
encourage the involvement of friars and fraternities in province projects and
spiritual and fraternal programs.
Ø To
support the provincial minister to maintain structures and manage its
administration and budgeting and planning for the province.
Ø To
participate in the processes to give priority to the basic needs of the
province.
Ø To
promote the social and economic development of the province.
Ø Bring
to the notice of provincial the needs of the fraternity and its priorities to
meet those needs and getting involved in its execution.
Ø Promote and reinforce
the bond of brotherhood and charity among the friars.
Ø To encourage
and empower the commitment of fidelity to the Constitutions among the friars.
Ø To
participate in the promotion of vocations for the Order.
Ø Promote a climate of spontaneity
and rapport for an open and constructive dialogue.
Ø
To promote a constructive and continual rapport between the Provincial and
the local guardians to have a valid collaboration.
Ø
To offer to the Provincial Council a better awareness of the friars and the
environments in which the animation is carried out.
Ø
To empower apostolic action in province and to appreciate the various
cultures.
Ø
Dialoguing with the Provincial and Council to prepare, plan, evaluate the
ministry and to study the way to assure continuity
Ø
To accompany the journeys of the friars in the province.
Ø
To favore a more systematic meeting with prepared
agenda
Ø
Propose points for reflection for the transfers of friars in the Province,
missions and higher studies.
Ø
Empower journey and initiatives of the province for fraternal and economic solidarity
and networking.
Ø
Help the provincial council to plan, promote and
coordinate the formation and apostolic initiatives of the friars.
Ø
To ensure links of union with the Bishops, other Congregations
and the Capuchin provinces in India.
Ø
To accompany the friars in formation in finding their
place in the Centre and prepare their formation journey, in understanding with
the Provincial Council.
Ø
To make the professional abilities and spiritual
riches of all the members fruitful for the good of the Order and Province,
valuing their differences and constructively directing them to the gift of unity.
Ø
Animating initiatives, which support the vocational
faithfulness of the friars and their active participation in the life of the
Province and Order.
Ø
To encourage the friars for the annual renewal retreat
of the Province which is an appropriate occasion for the celebration of this
journey to fidelity.
Ø
The councilor who is responsible for a commission is
to call meetings, preside over them, coordinate the work, see that resolutions
are carried out, and inform the provincial council on the life and activities
of the commissions.
